While specifically in this race (as, by the way, in SEVERAL other IL races) even 0.05 seconds Matter. And 0.1 seconds is already a SIGNIFICANT gap

Finish of the race has 2 timings, apparently due to the fact that frame rate of video recording from external camera is 3-4 times less than the frame rate of GTA SA
02:46.925 - first frame where the signs of the race finish are clearly visible 02:46.975 - first frame with full finish of the race
NONE of these finish timings can be used to determine True finish of the race. Because 02:46.925 is too early, and 02:46.975 is too late. In THIS case (2 finish timings with 1 start timing) - the most accurate True finish timing will be the arithmetic average of 2 finish timings
So crossing the finish checkpoint = (02:46.925 + 02:46.975) : 2 = 02:46.950
02:46.950 - 0:20.475 = 02:26.475
mod note: Frame duplication is normal, the reason is not in the external camera, in the game. I still haven't seen a single run where frames were not duplicated.
The GTA:SA community has been deteriorating over a long period of time. Many top runners are not currently present on the leaderboard. This issue has not been seriously addressed yet, but an attempt will be made to remedy it now.
