Is it fair to be using an account where everything is unlocked? Or is this not fair and main accounts should be the only accounts used?

It is allowed. Actually there is a file you can download where almost everything is unlocked. For those who just want to speedrun and not play the game or so =D

Where does one download the ofline file if its in resources nether of the dowloads work for me or im doing something wrong

Go to the PokeRogue discord and get a file from a pinned comment in "offline-and-modding" for a data file with nearly everything unlocked. To get everything else I followed the following YouTube video and it helped me, I hope this helps!
