There's generally no interest in glitchless. If you want a glitchless run, then your best shot at convincing the mods is to do a properly manipulated route of it yourself and have a concrete set of rules defining it.
FYI in fire emblem speedruns, glitchless would generally make the run more tedious as you would be required to wait around longer for more turns than actually executing enemy control glitch - so chances are, it wouldn't be anywhere near as interesting as you'd think. You either are really unlucky, or you already got a key before you approach that spot - note that you can only collect 1 key per attempt of a stage, and with any given spawn, there are SEVERAL. So in a given attempt at a stage, if you collect ANY key from the set, then the rest of the keys in that set will no longer show up.
This means if you did get the 50-50 layout, if you happen to collect ANY key in an earlier portion of the level, then the key above the frosty enemy will NOT show up because you already have one. You'll know if you got a key at all by looking below your life counter. This isn't relevant in a proper best ending run since the keys won't spawn until after you get the last chao, but if you're just repeating act 3 over and over with all chao collect already, then you're likely collecting a key on the way anyways and you're not noticing.
If this isn't what you're doing, then I don't have any other explanation so you're either leaving something out or you're really really unlucky.

The key spawn is decided upon collection of the last chao. If you were just reloading a save state and redoing it over and over, then you likely aren't changing the RNG.
The decision to allow easy mode was relatively recent, so a lot of older runs were done on normal mode when it was required at the time.
After discussion in discord, we decided to allow any difficulty for runs - this means that the option to swap difficulties midrun is a possibility, and goes in line with the goal of speedrunning - beat the game quickly. Limiting runs to strictly one difficulty inherently restricts speedrunning options. One relevant example includes swapping to normal mode for egg rocket skip for tails, because the easy mode version is much less reliable and/or more difficult due to the removal of a specific enemy. This decision was made for advance 2 and 3 as well - in fact, it's almost worth swapping from easy to normal mode for egg utopia zone for amy in advance 2
If you want to do runs on normal mode then feel free to - but you'll soon realize that for bosses, it really doesn't add much besides just extra luck compared to easy mode - yet, the gameplay differences also aren't different enough to warrant an actual category split. If you want to discuss more, then feel free to join the discord and ask about it.
You can't skip the intro cutscenes from a proper new game, which requires clearing your save data. Unless you're suggesting starting without clearing your data, which you might as well use any team you want.

The IL leaderboards are already bloated and a pain to navigate in the first place, so no it would be absolute garbage for organizing purposes. No need to have 20 categories for over 28 stages when nobody's realistically going to run them - best to just let people run whichever team they prefer the most for each specific stage.
If you want a leaderboard for every single team for every level, then you should provide a video of those >500 ILs to prove that there exists a demand for it. Until that happens, it's not happening.
That is incredibly arbitrary as time attack doesn't include the actual last bosses - it's only a time attack mode for the 7 individual bosses. You might as well IL XX Zone. No.
No, you'll have to start over from sky canyon 1 - we replicate runs based off of starting off of a completely new game, and a game over would throw you back to the start of the zone. Also if you game over on a boss, you can't continue the run directly from that boss anyways.
My recommendation is to look at a map of sky canyon and also a few runs - don't have to follow the speedrun strats persay, but just knowing where to go will help immensely. The fact that you're game over-ing in sky canyon implies that you're juts winging the runs anyways.

Hitting the asteroids themselves isn't random, if that's what you're implying.
What diamond meant was that the pattern of the boss's attacks is random, which is what makes the boss a complete pain in the butt because you can hit an asteroid and she'll just swing her arm instead of getting hit by the asteroid, and there's no way to get around it besides hope she doesn't swing it.
I'm not opposed to adding an all emeralds / best ending category, but honestly it's a pretty dumb category to run and you might as well just run any% instead since it's the same thing without most of the dumb parts.
Emulators aren't allowed for both this game and Radiant Dawn, and the rules don't say they're allowed.

Max boost isn't typically allowed for the speedrun setting since it would be theoretically impossible (i.e. max boost transfers on Tibarn/Giffca/Naesala is literally impossible). The one in resources is meant to be a "theoretically possible" transfers files, with a few adjustments to benefit the radiant dawn run (i.e. Marcia doesn't get boosts, etc)
I wasn't the one who made the change, but it's likely because games ran on dolphin typically don't have accurate loads, so they're hidden by default. For most games that can be ran by dolphin emulator, it isn't typically allowed on leaderboards. Hiding emulator runs by default is typically a compromise in various games to allow emulator runs to be accepted (as opposed to outright banned) but not directly compare them to console runs due to the inaccuracies.
