Retimes don't make full sense to me.

I have a run in classic obby where I got 17.90, It got retimed to 18s. I dont see the problem with that, Until I see that the people who got the same 18s on the dot as me got 17.93 and 17.95. I just dont understand why. I just feel like I should have a different time
