New rules for all submissions

Runs submitted before now will not be affected.

The changes will concern modding exclusively.

Modifications that will now be banned:

• Enemy sprites
• Environment sprites, such as tile sets/walls

Modifications that are still allowed:

• Sound/Music/SFX mods
• Player sprites
