This program will allow for the user to bind escape to any scroll wheel on any mouse. All the user has to do is hold down on the shift key to activate the bind. Shout out to SandyX for making this for me.

Guide: First rename your base fallout 4 to something other than fallout 4 in steamapps/common, or just delete that fallout 4 folder. Then the First file (The one title partial patch) just get extracted into steamapps/common and renamed to fallout 4. The second one gets put into the data folder of the first (it's just voices/textures/etc.)
