Usually there're two exe files in the latest update of the game. In fact one of them is bugged and will always get Ring of Fury mode regardless title screen options (carried from a previous version which was bugged; the developer only fixed this problem in one exe file, and missed another). Check the last modified date of the exe files. The one which isn't bugged is modified on 2017/9/9. The other exe which last modified date isn't 2017/9/9, is the bugged version and should be deleted unless you're the type of person who enjoys torturing yourself. (It's still perfectly capable to beat the game in the bugged semi-Ring of Fury mode status but requires a truck load of luck and time because that mode has serious design problems.)
Alternatively, use the Reworked edition where this problem had been fully eliminated:
