If the campaign wasn't a success then the run isn't valid. The problem is that you killed all the troopers which results in campaign failure. Buffet_Time's wording wasn't exactly correct but I'm pretty sure he rejected it for this reason.
If that rule is as old as the category is then there's a good chance that they just didn't consider mission loss at the time since it wasn't the strat, with the rules never getting better clarified when the strategy shifted to mission failures. It doesn't necessarily say the last level has to be completed with a success because way too much interpretation is possible. It'd be fairly illogical imo to only require the final level to be a success.
The reality is that this strat became accepted and ran by everyone for 5-6 years. The rules should be updated to reflect this and get rid of confusion. Right now there's no actual clear rules (what's allowed or not) listed at all, just the timing method rule.
Me/Buffet_Time can make any necessary changes to rules. Making it clear that campaign completed is the requirement, but that time ends on the mission completed/lost screen of the final level would be a good start I think.
