According to what I saw, the IGT of each level added together gives a wrong number, adding all the times of each stage gives a number greater than the RTA.
So that's why the game will be RTA since the IGT is useless unless only the Stages are run.

It starts in the first pixel when choosing the character and ends in the last hit to the final boss.
