Why is there a New Game Plus when Halo ODST doesn't have one, Are there skulls you have to activate? personally I don't know

Hello speedrunning.com, I am femy. I'm kinda new to speedrunning. I used to do Time Trials in Mario Kart DS, but I want to do more speed games like Halo 2, Spongebob BFBB/Movie Game, and maybe a Kingdom Hearts game. If there's any tips I should know please let me know. I sadly don't have a proper PC and Capture Card so I can record my runs, but I can wait and save money. Main game i want to run rn would probably be Spongebob The Movie game.
