I think that splicing is not as much of an issue with the sheer amount of ways to detect it, but having another would be good. I think it would also be really tough to splice in an image over the monitor from a webcam, but not impossible.
Instead of the webcam setup, could a share of your running programs or some such be done to show that you're not using any hacks? I imagine it would be impossible to have the program closed for verification, open it mid-run, and still get a good time. At least, any alt-tab would be exceptionally easy to see.
I don't think there are currently any issues with cheating, but I can understand preventative measures are beneficial. I would just like to see if there are other options that don't require a webcam pointed at my monitor. Mostly because it would be a giant pain in the ass to set up a webcam beside / behind me. >_<
I've wanted to make an autosplitter for this game for a while and decided to actually do it about two weeks ago. I've written it in python. You can see the source here: https://github.com/Skytso/diablo_3_autosplit
It captures the screen in certain regions and compares it to an image for whichever split you're on. When it finds the matching image, it splits using the Livesplit Server component. Since it doesn't read the memory, this is not against Blizzard TOS so you can use it without fear.
Now I need help testing! If you're interested, visit the github, download the zip, and run Diablo 3 and let me know how it worked. I'm active on Discord and will be working on this off and on all summer.

So... you can triple jump up past the wall towards the end of the level. Messenger just did it and god knows he's about to break his IL by almost 2 seconds on an ugly run. This is disgustingly awesome.
