The only reason to ever ban an individual from a leaderboard should be cheating. From what I've heard there have been instances of people getting their accounts banned on this site and their times either anonymized or straight up removed for non cheating reasons. This straight up undermines the claim of speedrun.com to be the central hub of speedrunning records.
How can I know if I am really looking at the fastest time when in reality someone could hold a legitimate WR but be banned on this site for reasons outside of cheating? I very much agree with the suggestion of the OP, if people misbehave or break the code of conduct in any capacity then ban them from the forums or from the specific community discord. Banning them from the leaderboard itself for non cheating reasons will ruin the competetive integrity of this site. To conclude my point I want to challenge anyone disagreeing with me on this to find a precedent of procedure like that (removing legitimate records) in professional sports.
Depends on what you define as theoretical limit. If you talk about theoretical human limit then I'd say 1:15 isnt possible. I'm sure a TAS could do it though. Alternatively it could be made possible by finding a way to skip any race/bossfight/area. For example there is a known way to access the entrance to the Dino area boss early, but unfortunately the loadzone is not there before you beat the required tracks.

Maybe it would be more consistent to have the timer start upon entering/loading into the first track (whichever that may be)
I think it is an interesting idea, however wouldn't this essentially just be a suboptimal any% route? I know back in the day people didn't do the taxi mini game at the start, not sure about early Arctic.

You usually lose a ton of momentum for taking damage. If you find a spot where you can take damage, get the boost and don't lose any momentum it would be worth it

Yea I mean it is certainly not a huge issue, but if someday someone wants to compete with WR and has 50% slower load times it is going to be a pain for that person. In either case we should probably look into what influences the load times a bit more. I'm definitely not here to force an autosplitter onto a community I just joined lol, it just worked very well in my previous speedgame, that's why I suggested the possibility
So since I've come from a speedgame where this was very much an issue I realized Lego Racers 2 might have the same problem. I've compared the loadtimes from the top 5 any% runs and it varies between 6 tenths on the lower end up to 9 tenths load time per load screen. It might sound neglectable at first but if you consider this game has probably over 50 load instances it starts to add up (Obviously this gets even worse in 100%). I could already determine that some Dgvoodoo setting play a part in this. For example enabling unforced resolution and fast video memory access makes the load times skyrocket for some reason (Waaay above 1 second per load) My other suspicion is that frame rate might also play a part in this (ie higher frame rate = less load time)
The easiest way to fix this is probably using an autosplitter (which shouldn't be too hard to make for this game) but I am curious what the long standing LR2 community members think about this.

This is definitely true in Time Trial mode but from what I can tell in Adventure mode your car frame does not effect your speed.
It's also very helpful to avoid a lot of the random floor deaths the game throws at you
