No restrictions about that, you can use the speed boost whenever you want before the start of the lap.

Also, by allowing the Any% to be started with everything unlocked means that we can chose the cup order and also do a run with the gold wheels if we want. Just to have some differences with the 100% category which is definetly the main one for that game!

That's a good question indeed. I would say that the Any% category is quite useless if we consider that we can't use Cosworth from the begining because it would be an 100% run otherwise. It's also quite ambigous to determine how to calculate the in game time since if you lose against the bosses you can skip the cutscenes and save some time compared to someone else who will go for the win on every race..
