can i speedrun in tlauncher with correct version fabric 1.16.1 loader1.12.12 with all mods? will it be cancled or still considered

i just joined speedrunning i am confused about which all mods i can use the yt tutorial are pretty old so can any one tell me what mods i need also can i use windows screen recorder?(cuz my pc trash af) i want to speedrun 1.16.1
