How do we apply for being a mod

I know I haven’t submitted a time yet (I will soon) but the picture submissions seems very cheatable. Somebody could just grind each level, get a pb on those levels, and then submit those. Perhaps I am misunderstanding what that means. Of course I will submit with video.
