Your answer covered both the game On The Loose, and differences between Ps2 and Psn for Ape 2/3. Neither of which helped answer the question he asked. Now the info you did provide is indeed accurate, but it holds no relevance.
Ps2 has an option to run ps1 games at a faster speed, thus decreasing load times, making the run significantly faster. It is however, not a necessity. Running the game on emu runs the same as a ps1 and all digital copies of the game.
black label NTSC-U on ps2 FDS (doesnt matter what model) is currently the fastest. black label just for the fact of a couple loading optimizations, but not by much. Dont feel obligated to do every crazy route or trick you see ssbmstuff do, use skyflyer when you dont feel confident in infinite jumping, or if you drop IJs skyfly to safety.
The game in general is not good to run in emulator, or PAL. NTSC on emu is a good starting point, but when it gets down to that wall, emu will be whats holding you back.
The all monkeys category would best be described as beating specter the second time. Which only requires the monkeys in the levels. The category was originally called Any%2 but by popular demand was changed to All Monkeys, as that's the general idea of the category. In short, the unlockable monkeys are not required to beat specter the second time.

The jp name of On the Loose is "SaruGetchu P" while in the European release it's "Ape Escape P". Users can refer to either of the jp names when talking about it, so be sure to check both while looking.

for some games, like ape escape 3, we have a mini game that has its own levels and categories. we currently use the rom hacks section as a minigames hub. it would be nice to have that section to have minigames or romhacks, depending on which is added.
Is it possible to add PSN download? As playing a legit ps2 disc on a ps3 has more lag than a downloadable version of the game.

one thing i thought of, is if its an IL based game, you could do crappy runs of each level, and upload or add them to a playlist somewhere. which would prove furthermore that you run it and that its not a full run based game
