Currently, the most efficient RTA viable is 0 star, TAS wise is 2 keys, though I've seen Krithalith (a programmer of sorts who found the most consistent RTA Viable Carpetless setup) do the 1st step on the main variance between 0 star and "true any%" run
You can easily get past the upstairs key door with LBLJ. But there's nothing there. To get upstairs you must activate the loading zone, and it can only be activated if Key 2 is in your inventory.
TAS is 1 key, the first can be skipped with Moat Skip. But Moat Skip is completely impossible RTA, you have to do basically hundreds of fast, frame-perfect inputs, hold exact angles on the joystick, etc. But yes, Krithalith did do the first part of Moat Skip RTA, but it's the only part that doesn't require any of those ridiculous inputs. All the rest of it is completely impossible RTA.
One day it might be simplified.

The only way to do that would be to either somehow obtain the upstairs key without visiting BitFS, or find a wrong warp that would take you to the upstairs section from either the basement or lobby. Otherwise, it's not happening, since the only way into the upstairs section is through a door that requires the key obtained in BitFS.
The Wrong warp is possible. But the question is how? Since it was done in Zelda Ocarina of time. It might be possible
