The challenge starts when you can move CJ in a new game file

All 4 Collectable types 94 Tags Sprayed (NOT including the Mission Tags) Take 50 Snapshots Collect 50 Horseshoes Collect 50 Oysters
3 Vehicle Challenges: BMX Challenge "It is advised to build it up to 100% before attempting the challenge, since there are several coronas around the park that are nearly impossible to reach without a maximum height bunny hop." The 3 Chiliad Challenges NRG-500 Challenge
3 Courier missions: Roboi's Food Mart Hippy Shopper Burger Shot
All 4 Stadium Events: Kickstart Dirt Track 8-Track Blood Bowl
Finally Purchase all 6 buyable properties for $190,000 if you do this last you should have a minimum cash stack of $376,550
The challenge ends as soon as you enter Grove Street with the above completed and the dialogue for CJ appears when he says "Grove Street. Home. At least it was before I fucked everything up."
Rules You fail this challenge instantly if you: Spray any mission obtained tags Enter Grove street before completing the list Use Cheats Use a Modded Game

Here's some feedback to think about: Why in tarnation do you fail if you spray a mission obtained tag. The ending criteria is also kinda weird. Just change that with starting BS in that case, as being a little bit too close to Grove

This, plus getting enough experience to enter 8-track (plus possible others?) would take too long without access to proper training tools in-game.

This concept already exists. It's called 13.37%, or "do everything you can do before the last mission". There are some old runs of this, but there is no leaderboard for it.
You can't spray a tag under gorve street bridge without entering grove street which means triggering line of CJ "grove street home...."
The GTA:SA community has been deteriorating over a long period of time. Many top runners are not currently present on the leaderboard. This issue has not been seriously addressed yet, but an attempt will be made to remedy it now.
