New PB! Quite happy with this. Managed to get an ok Dollet section on only 3 fins, had only 1 (ONE!) world map encounter, and managed to get the steps mostly right to get one less encounter (did an extra buffer in Fire Cavern and one after the bar in Dollet). Still beatable, annoying I was only 2 seconds off the PSX WR! Oh well.
