Theres a mod thats decreased grafix to optmiae the game for lowend pcs in witch this cane its going to be needed for me so i can run it at 60fps simply, when im ni the muzeam of freedom, the framerate drops to around 15-20 fps

I5 3330 and a lovely GTX 750 TI card here. I'm the FO 4 rain god!! When it rains my frame rate drops to around 10 and most of the screen is big white blonks of pixels. And the game knows me and makes it rain at least half of the time. But on the bright side, I get 30 fps when everything is working just right.
in this day and age, owning a PC that is able to run fallout 4 at 60fps using the in game settings really is not unreasonable or expensive. If you're on a laptop, you can maybe get an external GPU. point is: you cant expect the rules to be bent to cater your needs
