how and what does this tool do and how do i put it in my livesplit

You can't put it in a LiveSplit (probably), I've said it in a title that it's a "Cheat Engine Table", that you need to put in CheatEngine app. 

There isn't a tutorial for this table specifically, but there are a lot of tutorials explaining basics of the app, you can find some even on YT
