Is the draStic ds emulator for mobile allowed?
Yeah, I use it for my runs. Just make sure that if you are doing longer runs, you have the right equipment. Though mobile is alright for shorter runs I feel that it isn't as fast as a PC, though I use it for the accurate touch controls. So, yeah you can use DraStic for your runs.
