add milliseconds and a 1 lap category to il's
add miliseconds because il's will eventually get more optimised and milliseconds will make times more accurate
add a 1 lap category because most racing game leaderboards have them and there might be a glitch in the future that is slower for a 3 lap time but faster for a 1 lap time
With how the in-game timer works, adding millis would be troublesome, and I dont think thats quite necessary.
I wouldn't be particularly interested in 1 lap IL's personally.
