Yes. Twinkling Titanite duping is not possible on consoles, however.

No i have done it on xbox for item duping but Is it possible to do soul duping and twinkling titanite item dupe to lvl up the BKH and lvl up stats to run in a speedrun

You can dupe all materials like twinkeling titantite, shards, slabs, covenant items etc on console. Here's a explanation video -

The twinkling dupe is possible, but it's not practical for speedruns on console (buying 1000 pikes is not fast). The PC version does not require this.
