If we run the same record as WR, can we tie for first place

Yes. If another person ties the current WR, both records are marked to have the first place. The next run in the leaderboard after these two will take the 3rd place, so technically there won't be a second place.

Such runs usually take much longer to verify and we have to recalculate each stage manually (but it is the best timing method, it excludes all loads). I personally don't like verifying them and they are always done later compared to individual map runs
