If I use the Konami code do I run under any% cheats or any%?

I ask because the dev came out and said he doesn't classify the Konami code as an exploit (though its quite obvious the tactical advantage I just needed a bit of clarification before I submit a run

Any% Cheats for the Konami code. I think I managed a 13hr run in that one, but could do wayyyy better, I was trying something different with that one :D
