The wind is randomized for every hole. The range should be from 0-30mph. Being locked at 10mph sounds weird, but I'll get in contact with our PAL mod and see if it is a version thing. My suggest is to play a bit and it might be a rank thing, so the more "xp" points you have maybe that will help.
The WR run is in MPH because NTSC. The PAL values are halved and should act exactly the same
Proof Standards Changes
In the past, runs below a certain threshold could be submitted without video. Now, this system has been removed. All runs require video proof from now on.
