From my experience completing dozens of games, 100% is pretty much always trackable by the game itself and does NOT always mean doing everything what the game has to offer. It's sometimes strange, because you would think "this" thing definitely needs to be done to get 100% completion, till you realize it's not required.
Since NFSIII does not track % completion anyways, we should come up with either what needs to be for "100%", or "Max%". My suggestion as above was for "100%", as unlocked things are easier to track (assuming rules would require you to show all unlocked things at the end of the run, or something like that.
Interesting idea, but here are my 2 cents:
- Turnament and Knockout have to be beaten in Class A; B and C.
"Why all classes? It unlocks nothing. You only need to beat it in one class."
- Every Lap and Trackreckord has to be beaten on 2;4 and 8 Laps.
"I don't see a reason for doing this as it unlocks nothing."
A Knockout has to be completed first to unlock Empire City, only after that turnaments etc. are allowed to be driven.

Hot Pursuit as a Cop has to be completed vs Full Field.
"Again, why? :) Only thing that matters is to get a badge."
Hot Pursuit as Racer has to be completed with Bot with the same car as choosen by the driver.

Basically, my proposal is to have 100% like this, if someone really decides to do so:
- All Unlockable Cars have to be unlocked = Win expert tournament + Get all Hot Pursuit badges (both as a cop and a racer)
- Empire City has to be unlocked = Win expert knockout
I should warn you though as such run will be extremely RNG because of weather, track layouts, and AI cars.

I am currently not very active on speedrun.com and as you can see, there is a lot of runs to be verified, and I simply don't have time to do that. So I'm looking for anyone at least a bit knowledgeable to become a mod :) Thx
Well, the game is over 20 years old, so most players are now either a) inactive b) don't know about speedrun.com c) don't care about having their records on some page d) are too lazy to post/record their records (yes, that really does happen). E.g. for NFS1, pretty much all WRs are held by a guy called "turboman007", aka "jakubkrcma" on Youtube, but many of his replays are simply gone due to websites going down in past. When I asked him if he could provide his replays to me or record them and upload to his Youtube channel, he replied "Yeah well, I might do that someday". That was many years ago and he never did, so yeah a sad story, but true for many game records.
So unless you are the top guy of an old game with empty leaderboards on speedrun.com, you are pretty much guaranteed to never get the actual WR, because someone in the past already got it :)

But you don't actually beat the game by blowing up your engine 4 times, do you?
100% should only mean get gold cups, not complete all races, unless the game counts it towards 100% completion.
Stock and NFS Edition cars. NFS Edition cars are essentially cheated cars with much more acceleration and grip.
I guess that depends on how different the versions are.
