Is the PAL version of SMB1 allowed for speedrunning ? I know that fpg is way easier on PAL, so (if it's allowed) why don't runners use an european console, cartridge and TV ?

People don't use the PAL version because its slightly slower than NTSC due to the slightly lower framerate.

The thing about PAL is that the TAS is in fact faster than the NTSC one. However to get a time as good as the TAS (a 4:51) you need to get multiple Full FlagPole Glitches which require an L, R, L+A, R wiggle for pole inputs. Without these absolute ludicrous wiggles the human theory is only 1 frame faster than a 5:02. But to answer your question, yes PAL is allowed for runs, current PAL record is 5:07.997 iirc

To answer the original question directly, yes PAL runs are allowed for submission. You can easily find all of the PAL runs on the leaderboard by clicking on Filter > Regions > EUR / PAL.
