So, I'd like to get into running this, and it seems like PC is the only really viable option. I'm looking around and it seems like the only way to get the PC version is buying the physical CD of it. Am I just not looking in the right place, or is there no digital download of the game at all? Sorry if this is a dumb question.

Can you play PAL on American machines? Is it competitive? And with CD games, can you use the CD to install it once, and then not have to use the CD every time to play it? That's how Diablo 2 was.
PC discs don't typically have a "region" so there's no region lock.
There's zero difference between NTSC/PAL except the title screen for SH2 (and additional languages available in PAL, again, no effect to the speedrun).
No the game requires the disc to be present for it to launch, you could simply make an ISO rip and mount it though.
If you're patient, you can sometimes find it on the Goodwill auction site. I actually own 2 boxed versions of Silent hill 2 for PC (the big box, and the slightly smaller box). The slightly smaller box I actually just found at the Goodwill auction along with a bunch of other games (31 games total) and I ended up paying $67. Of course with shipping it was more like $97 but that's still only $3 per game and Silent Hill 2 was included and it's worth more than that by itself.
Basically I just checked Ebay, Amazon, and Goodwill constantly for months until I found one for a decent price. It takes time but you CAN locate this game for less than $100.
Found another PC version for under $100. Bought it for the collection since I don't have this particular version.
Again, if you are patient and are willing to put in the work watching Ebay, Goodwill, etc. for deals, you WILL find it for under $100. This is the 4th time I've bought Silent Hill 2 on PC and this is actually the most expensive copy I've purchased at $76. Stay vigilant and you will get yourself a copy.
At this point I'm just buying any decent deal I see on Silent Hill games since the price just keeps going up and up. I'll make a killing selling all my extras one of these days lol
Going forward we will be requiring a visible IGT timer on submissions on the PC version, preferably using the LiveSplit script. Most people already do this, but we're making it mandatory to make run verification easier. Thank you for your understanding.
