After testing the PAL version it turns out that faster lap times can be achieved with the Standard Cars compared to the NTSC (and PC) counterparts.

At the moment regions obsolete each other, meaning if a player plays EUR, JPN and USA then only the fastest record shows on the leaderboard out of the 3 regions for each platform. I do not have an option to turn this off for the Saturn individually, so PAL will take priority most likely in this case. The setting is better turned on to quantify the best of the other platforms which have no differences.

For interested players, I have uploaded a new PAL Desert Celica (Standard) Fastest Lap (today), which is 0.12 faster than my latest NTSC equivalent (earlier today as well - now obsoleted) if they want to note the differences.

Recommendation:
Use PAL Saturn for Standard Cars, they are faster than NTSC or PC.
