I've looked everywhere in the settings and just can't find it. I'm on version 0.8.3

To my knowledge mGBA doesn't have the frame counter. Likely due to it's lack of recording/TAS functions. If you're unable to use Bizhawk and will be using mGBA no frame counter is fine, simply display the FPS. It's under Settings > Interface > Show FPS in title bar.
