the current rules/categories have some problems. we have some community rules in the discord, though i dont necessarily agree with those either, so this is my independent opinion.

globally - you should also specify an event cant happen like 3x exp or halloween or whatever. "cannot purchase items" should specify with real money, ingame currency and watching ads are fair game. or should you be forced to disable your internet so ad stuff doesnt happen? it would be unfair to have to optimize the length of ads you get. maybe add some rules about autoclickers and macros. also some glitches can persist across creating a new file, so probably disallow any such setup.

deadwood% - this seems like a pointless milestone to me.

any% - probably the only worthwhile category, i would split it to with vs without import mooncode. janaplaysgames called their run "any% no debug" so maybe that would be the other category.

100% - this is missing legend quests and r&d completion and green locs. the category will continue to get longer in the future, so you should instead just not have this category, make it a fixed milestone like all "part 1 yellow" locs (and dont make categories involve pointless stuff like filling the crafting book). though i think even that would be tremendously unpopular to run, instead just wait for part 2/3 and make completing that the longer category.

ILs - not sure this is necessary since the game has an official ingame leaderboard for the main ILs. while that system has its flaws, it works automatically and is way more accessible. should there be a category that allows prior gear though, maybe all legends? since those cant be speedran from a new game due to the unlock delay.
