New general rule regarding macros

- Using cheats, macros, mods or any form of game modification is prohibited.
Blatant use of macros in particular will result in a ban.
Changes for selecting the wind mod for Wuthering crest runs submissions
The option has been renamed to Wind instead of Wind mod. The values have been renamed to Enabled instead of Wind and Disabled instead of No Wind.
Some runners have been confused so this should sort it out.
