What is "intentional stalling"?

In the game rules, it says that pausing the game is allowed but "intentional stalling" is not. What does that mean?

Sorry I should have written that clearer. You are allowed to pause the game for legitimate reasons, such as: Taking short breaks (getting a snack, or going to the bathroom), need to think about what you want to do next, or if you need to quickly do something in real life.

Intentional stalling is not allowed. This means purposely playing the game in a way that unnecessarily extends the length of your run. For example: Attempting to achieve "the longest run" by deliberately playing as slow as possible will result in the run being rejected.

Are you allowed to pause to issue fleet orders/move the camera/do gameplay things like that? I suggest that this should be allowed and the rule just be "No pauses over 10 minutes"
