Agree with what's already been said. Photos can be edited, same with videos. However, a video is favoured for inspection (in most cases)
Mods can upload their own runs, yes. If any of those runs are of significance (high up on the leaderboard), the community will soon verify the legitimacy of that run, if its a popular game. This is a community driven place, so any corruption will be sussed sooner or later, in that respect, for those that may think its wrong that mods verify themselves

When you submit a game and if it gets accepted, you're automatically a mod. As a responsible mod, you may decide on individual level runs / full game runs, or special requirements for uploads (probably not, apart from the run not being tampered, modified or cut)...list what you think is relevant
