They are obtainable in the Japanese version and so are allowed if you are playing the Japanese version, but that wording is very poor I agree. It's saying you're not allowed to use them if playing the English version.

You are definitely allowed to simply film your tv, as long as the game is visible and the audio is audible throughout
The German version is allowed for speedrunning, however it is significantly slower to the point where it is completely uncompetitive. All PAL versions of this game run at 50fps instead of 60. If you do end up playing on emulator, I would recommend the NTSC-U version of the game instead for this reason. On console I can understand giving speedruns a try on your native version since you would have to import a US copy and possibly mod your console to play an out-of-region version, but on emulator there is no reason for you to use the German version.
I took a quick look at your stream vod from 11 days ago and your game seems to be running perfectly fine. You're also using the correct (NTSC) version. Is there something you can point out?
