It does end on frame 47. Plus, if it ended on frame 48, the time would be 0.167, not 0.2.
I don't think there are any plans for that to be brought back since the reason they took it down was because it brought a ton of traffic to the site I believe. It does technically still exist but only site admins can view it.

Not exactly, it happens when you get close to the finish yes but it can start to move before any part of your character hits the portal. It could also start way after your character hits the portal, it's inconsistent.
Eh, the exact same times are achievable for either version and they're both allowed to be used in speedruns so I don't see the point
Since it's just easier because of aesthetics, I don't see a need to add a new subcategory as you can get the same times using either versions, it's just down to preference
