While reverse-engineering Vandal Hearts (PSX/USA), I discovered a (previously unknown?) cheat code:

Within the battle menu, open BATTLE CONDITION. Then with the second player's controller, press Select. Now at any time holding 2P L1 will enable fast-motion.

I've only tested this via emulator, so not sure how well it fares on hardware.
