I am perfectly fine with taking a runners word for it on submissions and simply requiring they state which emulator the used in the description, such as ' Played on Bizhawk'

Sadly, no. This glitch is currently not well understood. @windshieldsnatch was investigating the glitch but unable to find out the root cause.
It seems to be random if you get the glitch (either from loading into 10 directly or getting there naturally), but it does seem somehow tied to player speed and getting an alert at some point.
This is a known bug and if a solution is found we will post it.

You can also jump over the railing. Line-up is to do a swirl and jump from a specific distance from the railing. It works on any railing in the game but is easier on corners.
This trick is doable in several locations (3) that are useful, and a similar trick exists in Snow Festival
