I can see the reasons the mods have handled things they way they have. PC release and a potential patch could have a lot of implications or they won't have any, we won't know until they release so right now there little point in having the leaderboard active for 2 week before a known release.
There is nothing stopping people from running the game right now and keeping times or improving on their own times before the leaderboards here become active. Personally I've just finished a Sonic All Emeralds run with a 1:40:xx RTA since I'm not sure on the timing or the categories but it hasn't stopped me from doing it. If people want to speedrun Mania then they will regardless of the leaderboard status.
Unfortunately what you have found is a way to softlock yourself. When you get to Red Mountain you need to destroy the cage with the Kiki in it otherwise the level trigger for Red Mountain is not there and you are stuck behind the closed gate with no way to get back out except for reloading the story. If you can find a way to destroy the cage without the ancient light in a fast manner then that would be amazing but as it stands right now you need the ancient light.
Also you can skip the light dash shoes but you need to go into the sewers anyway to trigger the story progression flag otherwise you wont get the cutscene with the ice key dropping so you might as well grab the shoes while you are there. As far as I know you cannot get into Ice Cap as Sonic without the key.
As a person who currently runs on the PC Disk version with Mod manager I'm not seeing an issue with anything here assuming it all runs as stated with no hidden elements. Frame Limit sounds like it'd be a great addition to the speedrunning community.

Hello fellow speedrunners! My name is Argick and I'm a long time slacker when it comes to actually posing on forums but here I am. Been watching speedruns for about 4 years and finally took the time to get in on the action myself just under a year ago with Azure Striker Gunvolt.
Currently I'm participating in the Sonic Speedrun community's event Sonic Speed R and from there I'm finding a few games that I'm going to pick up and learn as they were really enjoyable as casual races. I'm also speedrunning Star Fox Zero any% and seeing if I can better my current 100% record. I also intend to get back into Azure Striker Gunvolt and pick up Azure Striker Gunvolt 2 when it gets it's release.
