This is another pain in the arse to set up. Make sure you've only just levelled up so that Splash Mike won't level you up.
Take Die Hard instead of Lethal Weapon as your lvl6 upgrade as you don't use a pistol here so the health allows you to tank Machine Mike. Also means you should grab every secret up to this point for the extra stamina (believe I was missing one).
You also need all three molotov cocktails. They do the same amount of damage as normal grenades, but Jesse throws them quicker to defeat Machine Mike Quicker. Then means you have 5 grenades going into Splash Mike so you can blow up two sets of boxes rather than wait for the tank to destroy them.
This also requires the Machine Mike XP skip, where you run into the next screen before the "Boss Defeated" screen appears. This is risky as you can soft lock the game if done too slow.
