What are the rules for emulators. Are they flat out banned or are we allowed to use them

I'm pretty sure if its allowed for that games leaderboard its allowed here. Ex: Super Mario Galaxy cannot be played on an Emulator while Super Mario 64 can. I'm not 100% sure on this but ive seen people running EMU SM64.
