I think the most accurate emulator currently is Genesis Plus GX with the nuked (ym2612) option (if you can afford the CPU hit). I prefer to use it with Retroarch, but the Genesis Plus also has a standalone version.

What about ROM's. Where you get your version? I mean the version that could be accepted in leaderboards.
And also Kega Fusion looks ok too, is it ok to use Kega?

For maximum accuracy, and if your pc can handle it with no problem, you can change the option "Mega Drive / genesis FM" to nuked(ym2612). It emulates, theoretically, the sound and lag of a real hardware to as close as possible. But for now that is not a requirement on most speedruns as far as I can see.
For roms I recommend getting the "No-Intro" packs from archive.org. They are complete and perfect from the cartridge. Not linking directly as I don't know the rules for this kind of thing.
Kega is probably not accurate enough at this point.
Use any emulator for now, I would like the see emulator differences, so we can make better rules
Is there a recommended emulator for netplay? I think fusion works but I'm not sure if it's the best to use.
Retroarch with Genesis Plus also has netplay, so that is an option
