Are emulators allowed? And if so which ones?

Well it's looking like i might have to do just single segment cause i can't get he bios to boot the load screen for that game alone, idk what even happened to bizhawk when i installed it

I have struggle getting either mGBA and / or BizHawk. So, is it illegal to compete on VBA or just not recommended?
