Someone know why, at the last scene, you know when it's all white and there is the neighbor house, why at this scene precisely I get two time copyright strikes on my YouTube videos. apparently the console 100% category allows for the tree skip but it wouldn't make sense so i don't really know

What is a NG+ run please?

why? you can do them but they don't exist on the site so you can't submit any runs of it. however, if you really want to know, then i can tell you.

2. How the glitch in the top of the world world record Speedrun work?

1. the ng+ run is basically where you keep every ability from the start of act 1 by starting a new game on the frame you enter the final green door in act finale before you start the ng+ run.
2. you grab a beartrap and place the broom on it then you try to grab the broom twice really quickly (1/2 second of holding the grab button and then doing it again) to duplicate the broom after that you throw away the original broom and look down with the duplicated (2nd) broom to glide HOWEVER, this only works on older patches of the game, so you can't do it on any console platform.

In act finale after you beat the shadow boss do you stop the timer when your looking up for a little bit then resume it when your able to move?

no if you're bothering to stop the timer for the loading screens, only do it for the loading screens and not the time period when you're unable to move after them.

2. not really all i know is that you can't do it if you beat act 2 and get to act 3 but only if you just select act 3 from the menu

Hey so I want to get an older version of hello neighbour for PC but the problem is I have the game from Microsoft store and don't want to buy it again from steam is there a way to get the older version from Microsoft store

no unfortunately i'm not sure if microsoft does refunds but nonetheless, you need the steam version to downgrade to the earlier version. i'd suggest going to g2a and buy a steam key for the game there and joining the discord afterwards to message one of the moderators/verifiers for the patch.
