Would it be possible to have two categories for ILs, one that allows changing mods and another one that doesn't allow changing mods?

I would agree, because on PC is much easier to do it then on Console, since you can bind it to whatever key you want. But all the runs would have to be "re-verified", and as goldenONX said, it would make for another "dead category"...
