In order to download the practice codes, you will first need to legally obtain a copy of a Spyro 1 bin file to patch.

Some emulators/disk burning software require a cue file to go along with the bin. If you need one, you can use https://www.duckstation.org/cue-maker/ to create one.

In order to use these codes on a PS2, you'll need a PS2 that can read burned disks. Either through Mechapwn, or a modchip.
