On Saturday I tried to do an All Missions attempt and I got screwed with Hunting #3. This week I tested and it seems like you can manipulate so hunting #3 can spawn next to you. Read this pastebin for the route up to it and how to do it. https://pastebin.com/ziUq0Gkd
