If a mod posts a speedrun, do they have the ability to verify their own speedrun or does a separate moderator have to approve it?

They get to verify their own which is stupid because people like the user blackyy has verified their own run yet purposefully mistimed it. This also isn't the first time this user has done it and it wouldn't be the last either. He recently timed my run but when I asked him multiple times to retime their run they just ignore me
